Selection Process

Each recipient country’s candidates are chosen using a quota approach. The quota method allows recipient countries to identify their training priorities and the level of training required for their institutions’ growth.

A local advisory council comprised of representatives from various ministries chooses candidates in their home country. The accredited Canadian diplomatic representation serves as an observer to assure the impartiality of the selection process.

The local advisory council considers both the host institutions’ academic excellence criteria and the candidates’ employment in the area or organization that requires strengthening. Candidates must be fluent in both spoken and written French, and each gender and nation must submit an equal number of applications.

The candidate’s final acceptance to college or university is solely the responsibility of the appropriate school, and the scholarship does not begin until that occurs.
